License Controller Certificate

The Licence Controller Certificate is an essential qualification for individuals aiming to become qualified managers in hospitality establishments that sell or supply alcohol.
The LCQ consists of two NZQA unit standards, they are:
- 4646 – Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for licensed premises.
- 16705 – Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises.
This course is available in both face-to-face and blended learning formats.
Upon successful completion of the unit standards, Stratcom Security will:
- Report your credits to NZQA.
- Apply to ServiceIQ for your LCQ certificate on your behalf.
With the LCQ certificate, you can then apply for a Manager’s Certificate through your local District Licensing Committee (the liquor licensing section of your local city or district council).

To enrol in this programme, applicants must be:
- Minimum of 18 years old. (Note: To apply for the Manager’s Certificate, you must be at least 20 years old.)
- A citizen or permanent resident of New Zealand or an Australian citizen or a permanent resident residing in New Zealand
- Able to speak and understand English
